Scale or Die is the technical day that Breakpoint's main stage no longer has room for. One day, one track, London, and it happens the day before the conference opens.

Why the day before
Because the people it is for are already flying in. Putting the engineering day on the 14th means it costs a Saturday rather than a Breakpoint session, and it is the reason a developer ticket for the fortnight is worth more than the three conference days on its own.
The full speaker list had not been published as of 6 September.
The pattern to watch is that Breakpoint's own programme has moved toward institutions and policy, and Scale or Die is where the material that used to be on the main stage went. If the reason you were considering Breakpoint is the protocol engineering, this single day may be the better ticket — and it is a Saturday, so it costs nothing in working time.
